Born in Prishtina in 1976, he moved to the UK at age 16 and studied architecture at London South Bank University and the University of East London. Rama represented Kosovo for the first time at the 2012 Venice Architecture Biennale and won the World Interiors News Annual Award in 2013. A member of the Royal Institute of British Architects, he is recognized for his innovative contributions to architecture and urban development worldwide.

Eric Dietz

Eric Dietz is a seasoned diplomat and development finance expert with extensive international experience. He currently serves as Chargé d’Affaires e.p. at the Embassy of Luxembourg in Kosovo, having previously held diplomatic and programmatic roles in Niger, New York, and Senegal. Eric’s career spans inclusive finance, financial programming, and sustainable agricultural development, including key positions at the United Nations Capital Development Fund and Lux-Development. A graduate in Commercial and Consular Sciences and Development Economics from ICHEC Brussels Management School, and in Accounting and Management from Corremans Institute, he is fluent in Luxembourgish, French, German, English, and Spanish, and an Officer of the Order of Merit of Niger.

Christian Böttcher

H.E. Deputy Head of Mission of the German Embassy Pristina

Christian Böttcher is a German diplomat with extensive experience in foreign policy, public diplomacy, and international relations. He currently serves as Deputy Head of Mission at the German Embassy in Pristina, after previously leading the embassy’s communications as Spokesperson and Head of Public Diplomacy. From 2020 to 2023, he worked at the German Embassy in Islamabad, focusing on domestic politics, counter-terrorism, and economics. Earlier, he was Desk Officer for Bosnia and Herzegovina and Montenegro at the Federal Foreign Office in Berlin.

Sergiy Maslichenko

Head of EBRD in Kosovo

Keynote Speaker

Sergiy Maslichenko serves as Head of Kosovo at the European Bank for Reconstruction and Development (EBRD) since March 2023. Previously, he was Ukraine’s Deputy Minister of Energy & Environment (2019–2020), leading the country’s green strategy. He also served as Board Director at the Green for Growth Fund (Luxembourg), supporting over €600 million in investments across 19 countries. Between 2007 and 2019, he led EBRD’s energy efficiency and renewable energy work in Eastern Europe, contributing to €2 billion in investments. Sergiy holds a PhD in Economic Theory and studied at the University of Oxford through a Chevening Scholarship.

Agron Demi is the CEO and Co-Founder of the Atlas Institute, dedicated to sustainable development and the green transition in the Western Balkans. He previously served as Executive Director of the Balkan Green Foundation and spent over 15 years at the GAP Institute, including roles as Executive Director, and Research and Program Director. Agron has worked as a consultant for organizations such as Navanti Group, NDI, Eurofound, and various UN agencies. He holds dual bachelor’s degrees in Public Administration and Social Work, and has completed executive programs in NGO Management from Harvard Kennedy School, and strategic leadership from Maastricht School of Management.

Ardiana Bokshi brings extensive experience in the energy sector, combining strategic management, institutional development, and gender equality advocacy. Since March 2024, she serves as Director of General Services and Deputy Managing Director at the Kosovo Energy Efficiency Fund (KEEF). Her energy career began in 2006 at the Energy Regulatory Office. Ardiana is also a founding member and board member of the Women in Energy Sector Kosovo (WESK). She has completed specialized programs in energy regulation, efficiency, sustainability, gender equality, and public sector management. Her work emphasizes using energy efficiency projects to drive economic development, social inclusion, and institutional innovation.

Arsim Osmani

Project and Communication Manager- Association of Kosovo Municipalities (AKK)

Arsim Osmani represents the Association of Kosovo Municipalities on issues of energy, transparency, and local democracy. With over 20 years of professional experience in local governance, he currently serves as a member of the Board of Directors of the Kosovo Energy Efficiency Fund. He was also selected by the U.S. Department of State to participate in the International Visitor Leadership Program (IVLP), the U.S. government’s premier professional exchange program. Mr. Osmani has led dozens of internationally funded projects, including with GIZ, USAID, and the EU, helping municipalities build professional capacities and implement modern public management practices.

Astrit Rexhaj is the Executive Director of the Metal Industry and Renewable Energy Cluster of Kosova (MIRECK), with over 20 years of experience in private sector development, renewable energy, and vocational education. He has played a key role in advancing Kosovo’s energy transition and industrial competitiveness through innovative cluster development and dual education initiatives. Astrit has collaborated with international organizations such as LuxDev, EU, GIZ, and MCA-K on projects focused on renewable energy, energy efficiency, and circular economy. A certified Lead Auditor for ISO standards, he is fluent in multiple languages and is a recognized leader in fostering sustainable economic growth.

Aurora Popova

Aurora Popova currently leads the Technical Support Division for Renewable Energy Projects at the Ministry of Economy. Previously, she headed the Working Group for the new energy efficiency legislation and contributed to the design of subsidy measures. Her experience includes managing IPA/WBIF projects at the Prime Minister’s Office and providing consultancy in energy and environmental sectors. Aurora holds a master’s degree in Global Environmental Economics from Ireland, awarded through the Young Cell Scheme scholarship. Passionate about critical thinking and formal debate formats, she has over a decade of experience as a trainer.

Mr. Avni Sfishta is an energy expert with over 20 years of experience in internationally funded projects on energy efficiency and renewable energy. He is Project Manager with GIZ, where he supports Kosovo’s institutions in developing and implementing policy frameworks and aligning with EU directives on energy efficiency and the energy performance of buildings. He holds a degree in Mechanical Engineering from the University of Prishtina, multiple certifications in energy auditing (for buildings and industry) and project management, and is the author of numerous papers and studies on energy efficiency, renewable energy, and climate change mitigation.

Bejtë Cakaj the is Deputy Chief Executive Officer and Member of the Management Board at ProCredit Bank Kosovo, a position he has held since May 2019. He oversees Credit Risk, Digital Channels and IT, Finance, Payments, and Internal Services. Mr. Cakaj joined the bank in 2009 and became Credit Risk Assessment Coordinator in 2012. In 2013, he participated in an exchange program at ProCredit Holding in Frankfurt. He later served as Deputy Head of Credit Risk (2016), Chief Compliance Officer for AML/CFT (2017), and Head of Credit Risk Assessment (2018). He graduated from the American University in Kosovo and completed the ProCredit Management Academy in Germany in 2017.

Bleta Begu is a Senior Communications Expert with over 18 years of international and regional experience in strategic communications across green and sustainable finance, renewable energy, gender equality in energy, SME development, and digital transformation in the Western Balkans. She works with more than 20 financial institutions and supports hundreds of businesses in adopting low-carbon models, enhancing competitiveness, and aligning with EU standards. Currently, she serves as Communication Expert for the EBRD and EU-funded programmes SME Go Green and Go Digital. A strong advocate for inclusive development, she promotes gender equality in the energy sector and holds an MBA in Management and a Bachelor’s in Finance.

Dardan Sejdiu

Dardan Sejdiu is the Executive Director of the Balkan Green Foundation, with over 20 years of experience in public service, private sector leadership, and international development. He previously served on BGF’s Board, supporting its growth and regional initiatives. His past roles include CEO of DLS, one of Kosovo’s largest logistics firms, CEO of the Slovene-Kosovo Pension Fund, and senior positions at ProCredit Bank. He also served as Deputy Mayor of Prishtina (2013–2017) and as a Member of Parliament and Vice Chair of the Economic Development Committee (2017–2019). A Marshall Memorial Fellow and IVLP alumnus, Dardan holds an MBA from IEDC – Bled School of Management, a BA from the American University in Bulgaria, and executive training from ENA. He speaks Albanian, English, Serbian, and Turkish, and is a Father of three.

Fjolla Fazliu

Fjolla is a renewable energy and data engineer with experience on both the technical and policy sides of the energy transition. She contributed to Kosovo’s national energy strategy and worked on EU-funded efficiency programmes that benefited thousands of households. She is currently engaged with LuxDev, the Luxembourg Development Cooperation Agency in supporting the design and overseeing the implementation of the Clean Energy Grant Scheme dedicated to providing financial support to manufacturing businesses for investments in energy-efficient technologies.

Kadri Kadriu

Energy Expert and Lecturer in UBT in Engineering Energy

Dr. Sc. Kadri Kadriu is a professor in the Faculty of Energy at UBT, Pristina, with extensive experience in transmission system operator (TSO) and energy system management. He has significantly contributed to the development of energy policies, strategies, and various studies both in Kosovo and internationally. Dr. Kadriu holds senior advisory positions in numerous international energy projects.

Kristian Sevdari

Founder of EkoVolt Albania

Dr. Kristian Sevdari is a distinguished Albanian expert in electromobility and energy in Europe, as well as the founder of EkoVolt Albania, the smart platform for electric vehicle charging in Albania. He introduced the first EU Horizon Innovation Action projects (AHEAD and Solar-Move) to the country, building bridges between renewable energy, batteries, and electric transport. Holding a PhD from the Technical University of Denmark (DTU), Kristian has contributed to more than €40 million in European and Nordic projects. He also serves as Product Manager for Smart Energy Management Systems at E.ON Drive Infrastructure (EDRI) and represents Denmark in international standardization organizations such as IEEE and IEA Task 53.

Lindita Daija is a professional with over two decades of experience in economic and private sector development, energy, and public policy. She has led strategic projects in energy transition, private sector development, and public–private partnerships, working with key organizations and donors such as the EBRD, UNDP, GIZ, LuxDEV and other international agencies. She currently serves as an Expert on Energy Transition and Climate Mitigation at the LuxDev Agency. Lindita holds an MBA from the University of Sheffield and is finalizing a Master’s od Law in Advanced Studies on EU Policies. She is a certified Management Consultant, Property/Business Assessor and Project Manager, with extensive expertise in the private sector, energy, mining, and sustainable investments.

Ms. Meral Hallaqi Radoniqi holds a degree in Architecture and a Master’s in Energy Efficiency, and she is a certified energy auditor. She is an experienced professional in the fields of energy efficiency, architectural design, and sustainable urban development. Currently, she works as an Energy Advisor with the GIZ Kosovo Energy Project, where she provides expertise in energy efficiency, renewable energy, and climate action. In this role, she collaborates with central and municipal institutions on the development and implementation of policies and measures for energy efficiency and building energy performance.

Mimoza Dugolli

With more than 25 years of professional experience, Dr. Mimoza Dugolli is recognized as an accomplished expert in energy efficiency, environmental protection, occupational health and safety, and sustainable development. She has contributed to major international projects across Kosovo and the Western Balkans, delivering environmental and social due diligence, large-scale energy audits, and compliance frameworks aligned with IFC, EBRD, and World Bank standards. In addition to her academic background, she is licensed as an Energy Efficiency Auditor, Environmental Expert, and Health & Safety Specialist, Hazardous Materials Expert, combining research excellence with practical project management. Her portfolio includes published scientific work, leadership of multidisciplinary teams and proven expertise in fostering sustainable and resilient infrastructures.

Mustafë Borovci

Mustafe Borovci is the General Manager of “BRICKOS” LLC in Kamenica, Kosovo, where he has led the production of clay bricks since 2008. With over two decades of experience in management and business development, he previously headed the trading company “Vëllezërit Borovci” (1999–2008). He has served as a board member of the international LEEDAK project and was part of the Council of Experts of the Municipality of Kamenica in drafting strategic development plans. Holding a degree in Business Administration from the Faculty of Economics, University of Tirana, he is fluent in English and Serbo-Croatian. He also serves as Chairman of the Association of Brick Producers of Kosovo.

Servet Spahiu

Mr. Servet Spahiu is the Head of the Department for Spatial Planning, Construction, and Housing at Kosovo’s Ministry of Environment and Spatial Planning. With over 20 years of experience, he has led the drafting of laws and technical regulations, the implementation of Kosovo’s national spatial plan, and the alignment of policies with European standards. He has also managed major national projects, including expropriation, resettlement, and energy performance in buildings, as well as the Hade Project in the new mining area. A civil engineer by training with an MBA in International Business Administration, Mr. Spahiu brings extensive expertise in urban development, construction policy, and sustainable infrastructure.

Urtina Zeka

Urtina Zeka is a development economist with expertise in policy coordination, project management, and energy sector development. She currently serves as Program Specialist at MCA-Kosovo, supporting the implementation of the Energy Storage, JETA, and ACFD projects. Previously, she was National Coordinator at the Compact Development Team, where she led the preparation of the Kosovo Compact, and chaired the Government’s Energy Storage Working Group in establishing the Energy Storage Corporation POE. She also worked at the Office of the Prime Minister, coordinating economic and energy policies. Urtina holds an MA in Development Economics from the University of Sussex and a BA from RIT Kosovo.

Trim Ternava

CEO and Partner at Sunvolta Energy LLC

Trim Ternava is an energy expert and entrepreneur with over a decade of experience in the renewable energy sector. He currently serves as CEO and Partner at Sunvolta Energy LLC, where he leads the company’s strategic direction in energy projects development and EPC operations across the Western Balkans. He is also the Owner and Managing Director of Energy Service LLC, a firm specializing in permitting, feasibility studies, and technical advisory for energy projects.
His consultancy work includes engagements with USAID, GIZ, UNDP and other international institutions, where he has contributed to Kosovo’s National Energy and Climate Plan and advised on green transition models for different projects.
He holds a Master of Science in Energy Economics from Rice University (Houston, USA), where he studied as a Fulbright Scholar, and a Bachelor of Science in Electrical Engineering from the University of Prishtina.

Ymer Fejzullahu

Chairman of Energy Regulatory Office Board

Ymer Fejzullahu is the Chairman of the Board of Energy Regulatory Office of the Republic of Kosovo since August 2021. In 2024, he was elected President of the Energy Community Regulatory Board (ECRB) with a two-year mandate. He is also currently the Chairman of the Working Group on the Market Coupling Project between Kosovo, Albania, North Macedonia, and Greece. As Chairman, Mr. Fejzullahu is entrusted with overseeing the operations and strategic direction of the Energy Regulatory Office, which plays a vital role in regulating and promoting the energy sector within the Republic of Kosovo. He holds a M.Sc degree in Economics – Banking, Finance and Accounting. Over the years he has been an active member and panelist of the working groups and events inside the energy sector in Kosovo as well as international working groups and trainings in Energy Community and ERRA.
